Basically B.A.D. is a combination temp/outsourcing agency for villains (they even handle investment of stolen loot; set up retirement accounts; provide health insurance). B.A.D. maintains front offices in most major cities. They don't have much in the way of forces, but are well known and respected in the villain community and can generally contract needed villains within 24 hours of a request.

Known Members
B.A.D. doesn't have any full time metavillain members. They outsource on the rare occasions when they need firepower but normally their activities deal with the supply of metavillains to other groups or individuals rather than mounting operations on their own behalf.
Headquarters
The location of B.A.D's main headquarters is unknown but the best evidence gathered so far points to the city of Chicago as being the most likely locale for it. Characters with Streetwise will probably know the B.A.D. front in Colonial Bay is the office of Linton's Contract Services in Haddington Building, Courtland Way.

B.A.D does not have any standard equipment.
Activities
As noted above B.A.D. is rarely involved in operations on its own behalf. When it does act it's usually for the purpose of gaining publicity regarding the abilities of its contractors. In most cases they simply supply villain contractors as required, which results in any person or organisation with sufficient money being able to have metavillains available.
