Captain Doug Power (yes, that's his real name) was a PC briefly in mid-2006. He didn't see much use, and his handler (aka Nexus) didn't feel like reapping him for 5ed, so he's been nuked and is available for use as an NPC.

He is the head of the Colonial Bay Police Departments metahuman police program (note: this is an ordinary police unit whose members happen to be metahuman, they have no special jurisdiction over metahuman crimes or anything like that).

History

Doug Power (b. 1/12/14) wanted to be a cop ever since he was a little kid. His dad and granddad were both cops, and when he was old enough he joined the Academy to continue in their footsteps.

In 2036 Doug joined the Boston PD and married his college sweetheart Emily. Their daughter Alissa was born 7/17/2038.

In 2041 he made detective. He developed a reputation for dealing with cases involving metahumans.

In 2047 he responded to a bank robbery and accidentally shot and killed a civilian. The subsequent inquest cleared him of all charges, but the psychological impact was severe... he refused to wield a "deadly weapon" again. He was taken off field duty and recruited to train police on metahuman tactics.

In 2054 Doug followed a lead that uncovered an ACRO high-tech arms dealer. A shootout ensued and a freak accident fused his body with advanced plasma technology. He spent the next two years practicing with the resulting powers while continuing to work for the PD. During this period he and Emily were divorced, and Emily retained custody of Alissa.

In 2056 Colonial Bay started its metahuman police program and Doug saw his opportunity to return to field duty. He put in for a transfer and was accepted.

ATTITUDE/PERSONALITY

First and foremost, Doug is a cop. He is not a vigilante, he is not a "superhero"... he's a cop, and has never wanted to be anything else.

He is not fanatical about the law but he does respect it. In other words, while he will "look the other way" under the usual circumstances and understands that community relations are as important as anything else in his job, when push comes to shove he enforces the law even if he disagrees with it. He has consequently developed a not-entirely-deserved reputation as a "by-the-book" martinet.

After the 2047 incident he is unwilling to have anything to do with "deadly weapons" (guns, knives, etc.). Relatedly, he will never allow an innocent to be put at risk by his action or inaction, and attempts to kill innocents enrage him.

He's stiff around crowds and polite with strangers. Once he gets to know someone he is much more casual and friendly. He is self-conscious about his appearance, though, especially around women... it was a large part of the reason for his divorce, and he hasn't been on a date since.

Doug is a nonpracticing Jew. He attends services on High Holy Days out of habit, but is otherwise not a religious man.

STRENGTHS AND WEAKNESSES

Doug is physically and mentally exceptional, though not superhumanly so. He used to be an exceptional athlete and martial artist, but many of those skills were lost after the accident. He is working on regaining them.

Doug is a 20-year veteran police officer and detective, with a particular specialty in dealing with metahumans. In addition to the skills that come with this, he has contacts in the Boston PD he can make use of. He has also started studying the technology built into him.

The technology fused into his body stores high-energy plasma and channels it for offense, defense, and propulsion. It is very difficult for him to conceal the associated protuberances, and mostly he doesn't try. Also, the interface between the energy cells and his body is not _completely_ waterproof, resulting in damaging feedback when he is immersed in water.

FRIENDS AND ENEMIES

ACRO is aware of his possession of their technology and want him and it back, primarily to study the linkage.

He is bitter about his divorce but remains close to his daughter. His ex-wife is now living with Matt Sherman, a high-powered lawyer rumored to have mob connections. He and Emily have regular arguments about this.

Doug doesn't have much of a social life... he works late hours, eats at the PD cafeteria, has a few (perhaps a few too many) drinks at the local bar, goes to his cheap apartment and watches TV until he falls asleep. His friends are all back in Boston, and he hasn't been that close to them since the accident anyway. He isn't happy about this and will likely make new friends quickly.
