Organized crime has always been a part of the world, and most likely always
will be. Organizations such as the Mafia families, the Yakuza of Japan,
Chinese Triads and so on have their fingers in nearly every part of 
criminal life imaginable, and many times a hero may stumble across their 
plans and operations without even being aware of it. In 2054 Organized 
Crime is no better or worse off than it was in 2000, for the most part, 
though the Russian Mafia has experienced a serious crackdown on its 
activities after the re-emergence of a new, strong Russia as a world power. 
Similarly the creation of the Confederacion de Americas created a less than
pleasant environment for South American drug barons, whose activities were 
far more limited and forced to go more underground than in the past, though 
they are still a considerable power factor in the region. Other 
organizations and parts of the world have filled the vacuum left by the 
decreased presence of these groupings however. The Yakuza and Triads have 
just recently ended a long, drawn out conflict with each other which started
in 2006 when the two organizations clashed with each other over interests in
the eastern USA, while the Mafia families have been taking back territiories
previously lost to the other two, leaving the Big Three (Mafia, Yakuza and 
Triads) approximately of equal strength on the American continent with the 
Yakuza and Triads about equal in Asia and the Mafia having its strongpoint 
in Europe.  Triad and Yakuza activity is strong along the Ming Street areas
in Colonial Bay.  The mafia controls the Docks and their made men can often
be spotted at the Yacht Club.

====================<< Report on SOVEREIGN (SOV) >>=========================
The organization known as SOVEREIGN was founded sometime during the last 15
years of the previous millennium by James Covington, a wealthy British
industrialist who just so happened to also have superhuman powers. Covington
himself led a double life for many years, publically as a reclusive but
brilliant captain of international industry, and secretly as Sovereign, the
shadowy, secretive leader of a world spanning network of criminal activity
which only the highest levels of law enforcement knew existed at all.
Covington apparently had an interest in history, and it is likely that his
choice of the name Sovereign for his criminal identity was influenced by
another criminal mastermind by the same name who was active before, during
and shortly after World War II, until he apparently comitted suicide rather
than be captured by the original All-Star Squadron, consisting of Guardsman,
Commando, Human Rocket, Lady Liberty and Mr. America. Much like his
predecessor Covington preferred working from the shadows and avoiding direct
confrontation with the law or its self-appointed protectors, the superheroes
of the world, and by the turn of the millennium he had a finger in a varied
range of legal and illegal activities, including but not limited to arms
dealing to terrorist organizations, drug production and trafficking, mainly
from South America, prostitution rings and extortion, as well as dealings
with other organized crime groupings, such as the Russian, American and
Italian Mafias, the Japanese Yakuza and the Chinese Triads. All of this had
been going on in secret, and it was not until the year 2000 that Sovereign
and his organization became known to the world when he came into conflict
with the recently refounded and corporate-sponsored All-Star Squadron. It is
speculated that Covington, who was the biggest sponsor of the team, was
doing so in order to keep tabs on the superheroic activity in the 
southeastern USA, and eventually had plans to turn his "unsuspecting pawns" 
to his side. However, the mastermind underestimated the determination and 
moral fiber of this new, if commercialized, All-Star Squadron, and 
eventually came into direct conflict with them, when he chose to follow his 
predecessor's example and comit suicide in an attempt to take his opponents 
with him in death by blowing up his base, rather than be captured.

After the death of Covington the organization was, for a long time, in shambles,
with various lieutenants and would-be Sovereigns jockeying for position and
plotting against each other. Eventually one emerged triumphant, and the
organization started the long, slow process of rebuilding what it had lost. In
the years between then and now there have been at least three different
Sovereigns, and the organization itself, previously not known by any name, has
been named by the public and law enforcement for its leader. Currently it is
known to be at a similar level of involvement in criminal activity as before its
fall, and the current leader is perhaps every bit as ruthless, manipulative,
skillful and secretive as its founder was. It is known that SOVEREIGN, the
organization, has designs beyond mere criminal activity, using this only to
finance and further its true plans, though exactly what those plans entail is
unknown.

VENOM

All the evils that the Zu Nation is accused of, VENOM is the cause of.
When VIPER took over the Zu Nation and aimed towards creating a legitimate
country, the less agreeable members began to form a secret coalition within the
ranks of Zu's politicians. This group remained unnamed throughout the rebuilding
of South Africa, slowly corrupting the Zu Nation from within. As the group
spread its influence in Zu, it soon took on the name VENOM, and began pursuing
some of VIPER's previous activities within Zu borders.
Now, VENOM has a sizeable foothold within the Zu Nation, its base of operations,
and has slowly begun to carry out operations abroad. It's activities include
bribery and blackmail of politicians to make them look the other way, theft of
corporate secrets and technology, low key drug smuggling, and weapons
trafficking, among other things. VENOM is still a shadow organization that has
yet to be revealed to the world. The Zu Nation knows that _some_ criminal
organization exists within its borders, and struggles to destroy it, but the name
VENOM is known to few except the politicians in VENOM's pocket, and any heroes or
villains in Zu who have had dealings with VENOM and managed to survive. Even for
those who know, they dare only to whisper its name in the comfort of their beds,
with a loaded shotgun nearby for protection. People who go yelling about VENOM
and being public tend to meet with tragic "accidents". Zu's attempts to crack
down on this organization have met with tremendous failure thus far.

==========<< Report on A.C.E. (Allied Champions of Earth) (ACE) >>============
The self-titled Allied Champions of Earth, or A.C.E. (also largely known as
ACE), is a diverse group of superhumans with a common agenda that keeps them
together. In general, they oppose any activity that will or may lead to Earth's
eventual entry into the Galactic Civilization. In practice, they commit acts of
violence and destruction, which has earned them the labels of 'anarchists' and
'terrorists'. What makes this group unique, other than their anti-
extraterrestrial stance, is the widely-differing backgrounds of its members.
They come from several different nations, many of them revered as heroes once
or still by their homelands. A few are acknowledged criminals. Some were
unknown before their membership. Their reasons for joining this cause are many
and varied, but they one and all see themselves as acting to shield Earth from
the subtle and sinister machinations of a predatory alliance bent on
subjugating our planet.

Need a partner for your crime spree? Call B.A.D. Need cut-rate thugs for your
army of agents? Call B.A.D. Having trouble with a pesky Mentalist? Call B.A.D.
Need a lawyer(gawdforbid!)? Call B.A.D.
Basically B.A.D. is a combination temp/outsourcing agency for villains (they
even handle investment of stolen loot; set up retirement accounts; provide
health insurance). B.A.D. maintains front offices in most major cities. They
don't have much in the way of forces, but are well known and respected in the
villain community and can generally contract needed villains within 24 hours
of a request.

Hackers, crackers, and electronic intruders have always been a problem as long
as there have been computers. With increasing dependence on computers and
digital technology, the group of 733T HaXor5 that can stay hidden can rule the
digital underworld. The Datavores is one such group. The Datavores is a very
loosely connected network of highly talented and clever people who exchange
information on breaking into contemporary data systems. While some groups of
this sort also go out for education, the Datavores do not -- if you don't have
the skills, you're of no use to them.
The Datavores are definitely a malicious group, but they don't attack
frequently; high visibility attacks are a way to draw return fire, and
definitely not a GOOD THING in their purview. They are content to change a bit
here, transfer a small amount of funds there, and suck blood quietly from the
digital world rather than run in and make a loud killing. Stealth is everything
to these people.

DEPTH is a villain organization devoted on proving the superiority of the
aquatic realm through illegal gene-splicing.  Rumors say they started an
underwater colony of mutants off the coast of Coloniabl Bay many years ago
From time to time, aquatic creatures, monsters from the sea have their roots
in DEPTH.

A villain agency that believes that humanity has reached a dead end. They seek
to harvest superhuman DNA to produce the next generation of humanity.  This
group is often mistaken with Helix. They are completely different entities.
While Helix strives for power through enhancements such as drugs, Next
Generation seeks power through a more innate level.  Next Generation
recruits mutants and breeds mutants to their specifications. They have an
excellent stable of geneticists that help bring out powers through
genetics.

==================<< Report on the Green (GRN) >>==============================
The Green is a group of extreme environmentalists bordering on a
cultist mentality.  They worship Mother Earth above all else, except for
their leader.  There is a great deal of mystery and folklore about the
leader.  Nobody remembers her real name, and for members of this group,
the word Earth Mother and the Green are often interchangeable, being used
to refer to both the force of nature and their leader.

The organization consists mostly of metahumans that were culled into
the ranks with promises of peace and salvation for the earth.  For every
peace loving and well-intentioned member, there are at least two more
extreme members willing to go to any length to stop technological
progress.  They share a weak link with the Allied Champions of Earth; the
Green also opposes Galactic Acceptance, fearing the urban development and
pollution that advanced alien technology may bring.

Members of the Green recently have been rescued by heroes and have settled
down a bit. They might be on their way to doing good. They adopted a
cyborg hog after it was defeated in battle and trying to train it for
good purposes.  Mud Dauber of the Stingers have joined the Green thanks
to Bilbo's rehabilitation work. Their oldest member, Old Faithful finally
made an appearance at Syphon's funeral.

ACRO
=======================< Report on ACRO >=====================================
ACRO (The Advanced Cybernetic Research Organization) is primarily a weapons
manufacturer. The organization is a relatively shadowy one, wanting to stay
behind the scenes, supplying high-tech weaponry to various villain
organizations. The organizations' two primary 'signature' sets of equipment
are plasma weaponry, such as rifles...and cybernetic hardware, including suits
of power armor, cybernetically linked to the wearer. The organization is
divided into four departments, Marketing, Sales, Research and Development,
and Enforcement. Marketing and Sales are self explanatory. R&D is where the
hardware and plasma technology was developed. Enforcement includes two
distinct levels. The first are their agents, who are specifically trained to
deal with cybernetic and power armored opponents. This is kind of an
'insurance policy', should anyone who buys their technology want to use it
against them. The leaders of the agent squads often have some cybernetic
enhancements themselves, but not to the extent of the second level of
Enforcement, which are a series of pairs of power armored agents. They always
have paired codenames, like Romulus/Remus, Hugin/Munin, Prometheus/Epimetheus,
and Yin/Yang.  These agents are the equivalent of a 'superhero' meta, and
are meant to deal with that threat, as well as rogue armor.

Metal Assassins are a group of female assassins. They are named after heavy,
death metal bands of the 1980's. There are numerous villains in this
organization. They seem to be working for Pride Tien Leung at the moment.

The heroes of Colonial Bay are baffled by their work and have not been
successful in putting a dent in their operations.

The Deadly Stingers orignated with Dragonfly and Damselfly who made Wasp the
way she is today. They also created members of the Stingers villain team.

The Stingers are ruthless and dangerous and have been known to attack
at anytime. They have kidnapped loved ones of heroes and endlessly pursued
recruitment of Wasp into their fold.

OSI

After the CIA was formed to unify American intelligence efforts, the predecessor
agency OSI went 'black' and was charged with controlling all aspects of alien
activity in the United States. Unlike the other intelligence agencies, it had
good cooperation with enemy states' agencies that had simliar missions. The
lack of oversight, black budget, and access to captured alien technology made
OSI's menacing 'Men in Black' the boogiemen of conspiracy theorists and alien
visitors for several decades. Any 'superhuman' that dared hint publicly as to
an alien origin disappeared quietly and completely. They never appeared to
have made a distinction between hero or villain. Anything offering proof of
extra terrestrial life was a threat to disrupt human society.

All this changed with formal alien contact with the Guild, the creation of
the United Earth and Starguard. OSI (and similar foreign agencies) were
briefly revealled, and 'officially' disbanded. Rumor has it that some
countries maintained their anti-alien agencies, particularly those most hesitant
about surrendering even a smidgen of sovereignity to the UE. Papers made public
during OSI's brief moment in the light showed that it was partially responsible
for Area 51, and the Roswell coverup was one of its first missions.

At the height of its power, in the late 1990s, OSI must have been incredibly
powerful. When Tyrok 'the Conqueror' tried to seize control of Washington DC
in 1994, he smashed aside several superteams before he made the fatal mistake
of claiming to be an alien on national TV. The next day he was simply gone. If
OSI is still active, there is no way of knowing if it is less or more powerful,
or if it still has US government support. It is thought that many OSI agents,
disillusioned by the end of their crusade and the rise of Starguard were
instrumental in forming ACE, the Allied Champions of Earth.

Mens Sanus, Inc. hires and trains mentalists of all sorts and
contracts out their services (telepathy, mind control, mindscan, etc.)
with guaranteed confidentiality at VERY high prices. It is a worldwide
organization headquartered in Colonial Bay.

A partial list of services provided by Mens Sanus:
*  Telepathic scan of willing target. Mentalist writes full,
  confidential report of contents, and is available to provide expert
  testimony in court.
*  Behavioral therapy: mind-control willing target to stop smoking,
  quit gambling, etc. Stronger controls can be used to enforce
  non-disclosure agreements, add CvKs to criminals, etc.
*  Translation services (including with aliens, AIs, animals, etc.)
*  Sentience testing
*  Monitoring to ensure target is not being mentally influenced.
*  Find missing person (person must be registered with Mens Sanus ahead
  of time)
*  Virtual holidays (via mental illusions)
*  Mentalist rating/evaluations

The Mens Sanus CEO, Michelle Harper, is not herself a mentalist (at
least not officially). She is, however, one of the hundred wealthiest
people on the planet and a respected political power-broker. She is
scrupulous about not using information obtained by Mens Sanus
employees for personal gain, or allowing anyone else to do so. All
Mens Sanus employees are required to submit to regular telepathic
scans to ensure that they are following corporate guidelines.

Ever since Mens Sanus was founded in 2028, there have been rumors that
they also provide illegal services. Conspiracy theorists are also fond
of claiming that Harper is using Mens Sanus to create her own private
army of mentalists in a bid for world domination. None of this has
ever been proven, nor even indicated by reliable evidence.

OOC: Mentalist PCs should feel free to take Watched: Mens Sanus as a
Disad even if they aren't "out" as mentalists. You can work for them
if you want but can't take Subject to Orders as a Soclim unless you're
