A report released today by the United Earth Budgetary Office contains recommendations for a dramatic downsizing of Starguard. This follows the recent formation of the United Earth Marshall's Service that assumed many of the enforcement functions previously carried out by Starguard. One of the branches named in the report as being under threat of closure is the Colonial Bay Office. This office has been tainted by reported maladministration of the Starguard Gamma Team based there. The position of Starguard Gamma team leader has been vacant for some time now and there is no sign of the post being filled in the future.

This move does not come as any surprise to those who have examined the impact of the formation of the Marshall's Service. UE Constitutional expert Dr Hillary Benton from the department of Politics at CBUS has pointed out that Starguard no longer has any significant role in civilian matters. She notes this as a positive step towards demilitarization of global law enforcement. "Violence simply begets more violence." Dr Hillary Benton is quoted as saying in a seminer given in New York, "If so called villains are approached in a reasonable manner and not with brute violence they will naturally response in kind."

Horatio Holmes, Director of the Colonial Bay Starguard Office declined to make a statement at this time. "This is insane. And you can quote me."
