History
The history of the UEMS starts with UNTIL, who were charged by the United Nations to protect, stop, and track international criminals and supervillains. The global VIPER violence made it quite clear to the world that no one nation was capable of tracking or dealing with international organizations of crime or superhuman groups. This agency was charged to deal with the matter, given full police authority to all members, granted by countries signing the UNTIL treaty.
In the transition of the United Nations to United Earth, aspects of UNTIL were subsumed by Starguard secondary mission. However, being a military unit, they are restricted by the permission of member states in issues they can resolve. The problem that arises in Starguard is its military status, which caused many countries that divide or have legal laws against military enforcement of legal matters. As such, United Earth has started to look into resolving these problems, restoring a new form of UNTIL, unifying multiple organizations that existed prior to United Earth. It was brought up in closed meetings by the U.S. representative of an idea to copy the U.S. Marshal Service, and implementing it to a international status. There were discussions on how this would happen, and what about issues of INTERPOL or the World Court, who wished to regain their status in the world stage.
It was resolved to create the new service, under the jurisdiction of the World Court and United Earth. The World Court shall be newly named the United Earth Court of Justice, given the right to deal with international law, disputes between nations, and in particular dealing with crimes that deal with an intergalactic edge, such as off world smuggling, alien criminals, or crimes against the planet. This creation of a strong World Court is another requirement of the Guild, or the creation of a global judiciary to represent itself in intergalactic legal matters.
INTERPOL was reformed into a global information gathering organization. (In real life this is what they really are, they don't go out in the field much, just feed information around.) They have been charged with keeping information, collecting it, monitoring, and supplying member states to inform their local law enforcement of issues that may pertain to them.
The last group that was formed out of UNTIL is the United Earth Marshal Service. They have been charged with the apprehension of global criminal organizations, global supervillains, global terror threats, alien criminals, transfer and holding of prisoners (Tranquility) and to assist member states with local matters if called upon. Unlike Starguard, they have full police powers, and supercede both local and Starguard in issues of international and galactic crime. They may also call upon Starguard for resources, assistance, and personnel if needed by the right of deputization. They also fulfill their duties and authority by implementing writs of the World Court of Justice, which clearly give them jurisdiction in matters of apprehension, transfer, and extradition of international/ galactic criminals.
The organization is lead by a Secretary-Marshal, who answers to the Chief Justice of the World Court and the United Earth Council. He is assisted by the Undersecretary-Marshall, charged with the budget, resources, planning, and administration of the organization and the Field Marshal who directs the operational parts of the service, directing Marshals in their command duties. It was decided to create regions that represent differ from Starguard. These regions are commanded by a Commander Marshal (16 total), and assisted by the Deputy Commander Marshal. The regions are then divided into districts commanded by a Marshal (96 total), who overlooks the district. The Marshals are served and assisted by Deputy Marshals, who serve at the need of the Marshal. The Deputy Marshals are on average like field agents, though could be a superhero deputized for duty. (This would be a temporary need, if permanent they'd need to buy the perk.)
The United Earth Marshal Service and INTERPOL work hand in hand, one dealing with the direct arrest or issuances of the court, and the other working more like an intelligence service. INTERPOL maintains the United Earth Criminal Database, which not even member states police get full access to. This database tracks international terrorists, supervillains, intergalactic threats, and makes available useful information to the United Earth and the Marshals.
The United Earth Marshal Service, World Court, and INTERPOL now operate under the United Earth Treaty of International and Intergalactic Law, which was signed by the representatives and sent to the member states for ratification. This treaty gives the agencies the rights to operate and work in different countries, and have all the legal authority of the host countries. Unlike Starguard, Marshals must serve and assist legal writs and assist local authorities if asked. However, the Marshal gains jurisdiction over the matter, and will take over command of the situation.
Primary Responsibilities
- Protection and care of the World Court of Justice members, personnel, and buildings.
- Protection and care of official United Earth representatives and buildings.
- Implementation of the writs of the World Court of Justice.
- Apprehension, tracking, capture, and custody of international/intergalactic criminals.
- Handling of extradition requests by intergalactic parties/court issues of the World Court.
- Oversee the maintenance and protection of Tranquility, and prisoner conditions.
- Fugitive investigations and surveillance of terrorists/international/intergalactic matters.
- Special operations in times of war or states of emergency. (Secure Law & Order)
Relations
INTERPOL is charged with the collection and maintenance of intelligence collecting. They are equal branches in form, but must obey all legal commands of Marshals doing their duty. Marshals though must also turn over all data found, or information collected to them for recording. World Court, they must obey all writs of the court, and rulings of the courts. They however may also take a Justice or member of the court into custody if they are committing illegal acts, or impeached by the United Earth Council.
Starguard as the military arm of the United Earth has the command against invasion and military dealings with alien invasions. In a state of war, the Marshals work with Starguard in implementing and carrying out civilian evacuations, and are the highest jurisdiction in maintaining law and order. Starguard is the highest jurisdiction in military planning, defense, and command of troops in the field. Only in a full declaration of Martial Law can Starguard take police powers, otherwise the Marshals are in charge, protecting due process and rights of civilians.
OOC Note: This new service can already be in existence, or one that is created out of a plot. For example, a scandal at Starguard, some event, whatever the GM delights.
