VIPER was founded shortly after the end of World War II, but did not enter the public eye until April 15, 1960 when they attempted to assassinate every world leader simultaneously in a carefully planned bid for global domination. They were defeated by Captain Star and other metahumans, and the global panic created by their existence led directly to the formation of UNTIL.

Decades later, they took over the government of South Africa, forming the Zu nation, and spawned a shadowy splinter group known as Venom
